Federal prosecutors have filed court documents demanding that Anna Kepner's stepbrother remain in custody without bond following his indictment on charges of first-degree murder and aggravated sexual abuse. The defendant, identified only as T.H. in court paperwork, is accused of killing his stepsister during a November 2025 cruise.

According to court documents obtained by TMZ, prosecutors characterize T.H. as a "danger to others" and argue against his release on bond. The filing emphasizes the brutal nature of the alleged crimes and the absence of any apparent conflict between the siblings prior to the incident.

In their motion, prosecutors stated that the evidence "demonstrated the offense conduct that [T.H.] engaged in involved the most serious, egregious, and violative crimes one person can inflict upon another." The filing continues: "He committed these crimes against a victim with whom he had no apparent relational strife, and whom he was being raised to view as a sibling."

The prosecution further noted that T.H. "carried out these crimes without any warning that he could commit such atrocious acts, and despite an apparent supportive family environment." This characterization underscores the unexpected nature of the alleged violence, which prosecutors say occurred without any prior indication of danger.

Prosecutors also raised concerns about public safety, noting that T.H. lives in a home where minor children reside. The court documents assert there is no assurance that any bond conditions would adequately protect the community from potential harm.

Anna Kepner was killed on November 7, 2025, while aboard the Carnival Horizon cruise ship with family members. A grand jury subsequently indicted T.H. on charges of first-degree murder and aggravated sexual abuse in connection with her death.

Court documents detail that T.H. allegedly penetrated his sister's vagina with his penis "by the use of force." Anna died from mechanical asphyxiation, according to the filing. Her body was discovered on November 7, 2025, in a room she shared with T.H. aboard the vessel.

The victim's body was found wrapped in a blanket and concealed under the bed, according to court records. The grim discovery marked the beginning of what has become a federal criminal case involving some of the most serious charges under federal law.

The case highlights the complexities of prosecuting violent crimes that occur in maritime settings, where federal authorities assume jurisdiction. The prosecution's motion for continued detention reflects their assessment that the defendant poses an ongoing threat that cannot be mitigated through standard bond conditions.
